Evaluation of five authorisation standards (Sec. 21(2) and (3), Sec. 57(4), Sec. 58, Sec. 59 and Sec. 61) of the Saxony Police Act (Sächsische Polizeivollzugsdienstgesetz - SächsPVDG).
The Free State of Saxony revised its legislation pertaining to the police with the Act on the Restructuring of Police Act of 11 May 2019. Amongst other things, various authorisation standards were to be adapted and extended to take account of technological developments, the changed risk situation and the changed legal framework. Some of the adapted authorisation standards in the Saxony Police Act (SächsPVDG) include an evaluation requirement. The Ministry of the Interior of the State of Saxony commissioned the National Institute for Public Administration Germany to undertake the evaluation project. The first evaluation report was submitted to the client in September 2022. The second report was submitted in August 2024. The project concluded with the submission of the final evaluation report in June 2025.
Open government potential analysis
This cross-sectoral study, initiated by the Federal Chancellery, addressed the potential for an analysis of open government in the federal administration. The study was conducted in accordance with the implementation of the first obligation of the National Action Plan for Germany's participation in the Open Government Partnership. This involved the identification of areas of research and action for the continued development of open government in Germany.
A successful upbringing for children and adolescents as a subject of integrated preventive local government social policy
In recent years, there has been a growing awareness of the issue of family poverty. In addition to material deprivation, poverty carries the risk of general social deprivation, which in turn reduces the chances of a successful upbringing and social participation of the children concerned. This can manifest itself in difficulties for parents in raising their children as well as problems at school. The question was examined as to whether and within what constitutional limits the hitherto voluntary approach to the development of integrated preventive local government services could be made mandatory. The project took into account all actors in the prevention chain and focused not only on constitutional law but also on federal law.
Research and implementation project on digital qualifications in the public sector (Qualifica Digitalis)
The project aimed to address the question of which specific skills and qualifications will be increasingly in demand in the context of digitalisation, and to identify the key factors that will contribute to the success of Qualification 4.0 for the public sector. Based on the results of scientific analyses of the changes in skills requirements and the development of qualifications, the project developed strategies and recommendations for the design of initial and continuing vocational education and training and for improving the transfer of digital skills.

Evaluation of information campaigns and public relations work performed by BASE in the framework of site selection
Between 2020 and 2022, the NIPAS's Policy and Consulting Division conducted an evaluation of the communication measures employed by the Federal Office for the Safety of Nuclear Waste Management (Bundesamt für die Sicherheit der nuklearen Entsorgung - BASE) and a service provider commissioned by BASE. The effectiveness and efficiency of BASE's activities were examined, with a particular focus on its role as the agency responsible for public participation in the site selection procedure and as the supervisory authority for the search for a suitable repository site.
Scientific survey of bureaucratic burdens at local government level by the North-Rhine Westphalia (NRW) Transparency Commission
The government of North Rhine-Westphalia has established the NRW Transparency Commission with the objective of empowering local authorities in North Rhine-Westphalia and, in particular, alleviating them of bureaucratic burdens towards the state. To this end, detailed proposals for streamlining bureaucratic processes through task analysis and standards reviews are to be developed. In this context, in August 2020, the Ministry of the Interior, Local Government, Building and Equal Opportunities of the State of North Rhine-Westphalia (MHKBG NRW) has commissioned a project group at the National Institute for Public Administration Germany, led by Prof. Grohs, to conduct a survey among local authorities, districts and regional associations in NRW. The objective is to develop concrete proposals for reducing bureaucracy through task analysis and standards reviews.
The income situation of civil servant households in lower pay grades
The concept of remuneration requires that employers guarantee their civil servants a financially adequate income for the performance of their duties. The prevailing opinion is that this also encompasses the family, for whose financial requirements the salary scales include family allowances. The objective of the project was to examine the actual income situation of civil servants in the lower and middle grades. The analysis should also provide information on whether and to what extent the household model assumed by the Federal Constitutional Court still corresponds to the reality of the civil servants' households and where the 'breaking points' are.
Scientific support for the evaluation of the provisions of the 6th State Act Amending the Municipalities Act of 3 June 2020
The 6th State Act amending the Municipalities Act introduced new provisions into the Municipalities Act (Sec. 35(3)), the Administrative District Code (Section 28(3) and the District Code for the Palatinate District Association (Sec. 7(4)). These enable local government bodies to make decisions by video or telephone conference or by written or electronic circular in the event of natural disasters or other extraordinary emergencies. The aforementioned Act of 17 December 2020 extended the validity of the Regulation until 31 March 2022. A retrospective impact assessment was carried out by the Ministry of the Interior of the State of Rhineland-Palatinate until November 2021. The aim was to evaluate the extent to which the regulations have achieved their intended results, to gain insights into their enforcement and to develop potential improvements. The National Institute for Public Administration Germany provided scientific support for this retrospective evaluation in the design, implementation and data collection for a standardised survey of all local governments in Rhineland-Palatinate. In addition, the National Institute for Public Administration Germany conducted guided interviews in which committee chairs and members were asked about their experiences with digital council meetings.
Consolidation and digitisation of guidance documents, guidance and manuals for the legislative process (project phase 2)
The 'Federal Government's electronic legislative process' project comprises part of the effort to consolidate Federal Government services and aims to put the legislative process on new IT footing. The project aims to eliminate existing media breaks and redundancies in the process within and between the Federal Government, the German Bundestag, the German Bundesrat, the Mediation Committee and the Office of the Federal President, and to implement an end-to-end electronic legislative process. From August 2021, the work of the predecessor project was continued on behalf of ]init[ AG. The aim of the project was to develop or complete the digitisation concepts for the remaining guidance documents. In addition, the National Institute for Public Administration Germany supported ]init[ AG in implementing the digitisation concepts in modules that make up part of the E-legislation application, as well as in evaluating and implementing change requests or new guidance documents (content).
