Digitalisation permeates all areas
As a foundational transformation process, digitalisation is pervasively influencing all aspects of social, economic, and political life. By significantly reducing transaction costs and fostering new digital business models, it has driven sustainable innovation and general added value. The relationship between the state and its citizens is undergoing a significant transformation, reflected in the evolving structures of participation and communication in democratic society, as well as in citizens' evolving expectations of administrative services.
A social system that has set itself the task of translating constitutional provisions and common values into concrete requirements through legislation and the application of the law is faced with numerous challenges in transformative processes. In particular, German and European technology law is not yet so mature with regard to digitalisation that clear application guidelines for artificial intelligence (AI) systems, blockchains or quantum computers have emerged.
In addition to the 'how' of adapting to new technological opportunities and demands, there is also the question of 'in which direction':
How can the legal framework of the constitutional state and the values of society be transformed into efficient digital solutions?
From a legal perspective, the research area monitors the fundamental changes that government and administration are undergoing in a dynamic process of technological change and seeks solutions for a balanced approach to innovative technologies.
