Research on and for administration - that is the motto of the National Institute for Public Administration Germany (NIPAG). The NIPAG delivers pioneering research that can be effectively translated into administrative practice and evidence-based policy and advice through a unified approach. The results of our research and consultancy work are directly integrated into a comprehensive transfer programme that includes national and international conferences, workshops and seminars. The NIPAG employs around 60 researchers from a variety of disciplines. They unite legal, economic, political, social and administrative sciences in one institution. Their comprehensive scope encompasses all aspects pertinent to public administration. The NIPAG is jointly funded by the Federal Government and the States. It establishes benchmarks as a centre for German, European and international research and consultancy in public administration. On the global stage, its represents Germany's overall national interests in public administration research

Its activities focus on public administration at national and international level. Through rigorous research and extensive collaboration with the scientific community worldwide, emerging trends are identified at an early stage and innovative solutions developed to complex challenges. The NIPAG's research programme is subject to regular review and adaptation to reflect current circumstances. NIPAG projects have been and continue to be funded by a diverse range of institutions.

Bespoke scientific advice for policymakers and administrators

The NIPAG develops bespoke and scientific advisory services for clients from politics and administration. The NIPAG structure allows us to combine the latest scientific insights with a comprehensive understanding of processes and legal issues in administrative practice, providing scientific support for change management processes in local organisations and the development of practical action plans. The NIPAG's main areas of expertise include legal impact assessment and evaluation, municipal and administrative reform, civil service, administrative organisation and processes, e-government, open government and open data, public consultation and public-friendly administrative language.

The Competence Centre Youth-Check (ComYC) in Berlin, which is managed as a project of the NIPAG, has been engaged in the further development and implementation of the Youth Check since 2017 and constitutes an important component of the Federal Government's youth strategy. In addition to examining legislative projects for their impact on young people, the KomJC is also tasked with raising awareness of youth-friendly legislation.

The NIPAG has offices in Speyer and Berlin.

    NIPAG has developed an assessment tool for the state of Berlin for conducting a youth-check on legislative proposals

    Based on a Senate resolution from April 2024, stipulating the implementation of a youth-check, NIPAG was commissioned by the Senate Department for Education, Youth, and Family Affairs to develop a Berlin youth-check between September 2024 and July 2025.

    Federal Minister for Youth Karin Prien receives third report from the ComYC

    The Competence Centre Youth-Check (ComYC), a project of the National Institute for Public Administration Germany (NIPAG), presented its third report at an event attended by Germanys Federal Minister for Youth, Karin Prien, and members of the German parliament Jasmina Hostert (SPD) and Ralph Edelhäußer (CSU). The report "Youth-friendly policymaking with the youth-check: A review of the 20th legislative period" looks back at youth-friendly regulatory impact assessment in the previous legislative period.

    New project “Evaluation of the Saxon Regulatory Control Council Act“ launched

    In September 2025, the project commissioned by the Saxon State Ministry of Justice to evaluate the Saxon Regulatory Control Council Act was launched. By the end of March 2026, the National Institute for Public Administration Germany (NIPAG) will examine the effectiveness of the Saxon Regulatory Control Council’s work using qualitative and quantitative methods.

  4. Dr Jonas Botta as Expert on the Reform of the General Security and Public Order Act in Berlin

    On 29 September 2025, Dr Jonas Botta, Research Associate at the National Institute for Public Administration Germany (NIPAG), gave expert evidence before the Committee on Internal Affairs of the Berlin House of Representatives regarding the planned reform of the General Security and Public Order Act in Berlin (ASOG). His statement focused in particular on legal authorisations that are especially sensitive from a fundamental rights perspective — specifically, the provisions on the training and testing of AI systems (§ 42d ASOG-E) and automated data analysis (§ 47a ASOG-E).

    How do laws affect different generations? On behalf of the BMBFSFJ, the NIPAG is developing the Intergenerational Justice Check — a new instrument for assessing the impact of legislation that addresses precisely this question.
