Our mission statement

Our mission and motto is to conduct 'Research on and for the public administration'. We therefore aim to maintain a balanced relationship between basic and applied research, with a view to integrating theory and practice. We present our results to the scientific community and facilitate the transfer of new findings through an ongoing dialogue with administrative practice. We provide public administrations with practical scientific advice and support, developing bespoke solutions for their respective practical tasks and needs. We also focus our research on topics that are important to our partners in public administration, interlinking current issues with long-term lines of development for states and societies.

In light of the significant pressure on administrations to transform in response to the multidimensional and dynamic changes in their environments, our research interests focus on the 'transformation of the state'. We are interested in identifying the processes of change and their causes affecting the state and administration, whether these are external or internal factors. We also explore how the state and public administration can shape transformation. To develop differentiated and effective concepts, we focus our research on central transformation factors.

We work predominantly in interdisciplinary project teams that cover a broad spectrum of administrative, legal, economic, political and sociological approaches and can draw on the methodological repertoire of these disciplines. Our comprehensive approach is supported by the fact that our researchers come from different research cultures, which allows us to draw on a diverse range of subject matter expertise. This makes us a primary point of contact for European and international public administration science and practice.

We consider recruitment and training to be a key driver of excellence in public administration. We therefore recruit highly qualified young researchers and provide them with the support they need to further their qualifications. We assess the gender-specific implications of all our proposals and decisions and work to eliminate existing disadvantages. In the interest of reconciling work and family life, we support a partnership model in which partners share joint responsibility for the upbringing of their children or their care of close relatives.

Our projects unite senior fellows and research associates in collaborative research and consulting services on and for the public administration. The institute is led by the director, who is supported by other bodies and a capable administration. Other institutions, such as the transparency officer, data protection officer, staff council, equal opportunities and family officer, representative body for disabled employees and ombudsperson, facilitate the work of the institute and ensure good scientific practice.

Director

The Institute is headed by a Director. On 6 May 2013, the Ministry of Education, Science, Further Education and Culture appointed  Prof. Dr. Dr. h.c. (NUM) Jan Ziekow as Director of the Institute.

Governing Council of the Institute

The Governing Council of the Institute is responsible for safeguarding the interests of the Institute's sponsors. It is composed of 21 representatives from federal and state governments. Advisory Council

The Institute is a public-law institution with legal capacity and its own governing bodies. It is subject to the supervision of the Ministry of Science and Health of the State of Rhineland-Palatinate. The Institute is jointly financed by the Federal Government and the Federal States.

  • The current version of the State Act on the German University of Administrative Sciences Speyer (Administrative University Act - DUVwG - in German only) is that of 19 November 2010 (Law and Ordinance Gazette 2010, p. 502), last amended by Article 20 of the Act of 19 December 2018 (Law and Ordinance Gazette 2018, p. 448). Please refer to Sec. 67-70 of the University of Administrative Sciences Act for further details.
  • The amended State Ordinance (in German only) based on the Administrative University Act (Law and Ordinance Gazette 2015, p. 531), which provides detailed guidance on the activities of the Institute, came into force on 1 January 2016.
  • The Institute's Code of Ethics (in German only) of 22 June 2017, published in the Official Gazette of Rhineland-Palatinate on 10 July 2017, pp. 673 ff., set out the statutory tasks of the research institute.
  • Furthermore, the Institute has established Rules of Good Scientific Practice (in German only) and an Equal Opportunities and Family Support Plan.

Research and consulting services from the Rhein-Neckar-Triangle

Speyer is situated in a region of outstanding natural beauty within the Rhein-Neckar-Triangle. The region is home to numerous successful companies, renowned research institutions, universities and cultural institutions. It is regarded as one of the most economically robust and desirable locations in Germany, situated at the crossroads of three Federal States: Baden-Württemberg, Hesse and Rhineland-Palatinate.
The NIPAG is situated on the 'Wissenschaftscampus Speyer' science campus, which provides an excellent scientific infrastructure.

Research and consulting services from Germany's capital

Berlin offers the German Research Institute for Public Administration a number of advantages. The direct exchange with political decision-makers enables close cooperation in the development of solutions for public administration. Furthermore, Berlin is not only the most populous city in Germany, but also a vibrant and diverse science location that supports the exchange of knowledge and cooperation. The city itself is an attractive location with a vibrant culture, a dynamic start-up scene and an excellent infrastructure.
Our Berlin office is located at Seydelstrasse 18 in Mitte district, close to Spittelmarkt. The NIPAG project Competence Centre Youth-Check (ComYC) has its representative office at this address.

The history of the NIPAG

The National Institute for Public Administration Germany (NIPAG) has a history spanning over six decades. The NIPAG was established in 1962 as the 'Institute for Research and Information' and in 1965 became the 'Research Institute' of the University of Administrative Sciences. It has been an independent institute on the Speyer campus since 1976 and in Berlin since 2017. read more
