More than 60 years of successful research and consulting

The National Institute for Public Administration Germany (NIPAG) has a history spanning over six decades. The NIPAG was established in 1962 as the 'Institute for Research and Information' and in 1965 became the 'Research Institute' of the University of Administrative Sciences. It has been an independent institute on the Speyer campus since 1976 and in Berlin since 2017.

    Basic considerations of the Senate:
    Establishment of an Institute for 'research and information'
  • 1962  
    Internal decision of the university to establish the Institute with a summary of the research assistant positions
  • 1962 - 1965     
    Opening of the Research Institute of the University of Administrative Sciences Speyer (by decree of the Minister-President of Rhineland-Palatinate of 31 January 1965):
    The Rector of the university was also the director of the Institute; funding and material resources came from the university budget.
  • 1970 - 1972     
    Considerations to reorganise the Institute; appointment of a preparatory committee for the reform of the Institute.
  • 1976     
    Establishment of the Research Institute of Public Administration at the University of Administrative Sciences Speyer:
    The Institute becomes organisationally and financially independent as a self-governing research institution supported by the Federal Government and the States in accordance with Art. 91b of the Basic Law ('Blue List Institution'), which reports directly to the Minister-President - State Chancellery - of the State of Rhineland-Palatinate.

    State Act on the German University of Administrative Sciences Speyer (University of Administrative Sciences Act) of 21 July 1978, last amended on 18 December 1997, of which Sec. 60 constitutes the legal basis for the Research Institute.

    The Institute joins the 'Arbeitsgemeinschaft Forschungseinrichtungen Blaue Liste' (Research Institutions Consortium Blue List), which becomes the 'Wissenschaftsgemeinschaft Blaue Liste (WBL)' (Blue List of Scientific Communities) in 1995 and the 'Wissenschaftsgemeinschaft Gottfried Wilhelm Leibniz (WGL)' (Gottfried Wilhelm Leibniz Scientific Community) in 1997.

    The five new Federal States join the Governing Council of the Institute, so that the Institute is once again supported by all the Federal States in addition to the Federal Government.
  • 1995     
    Establishment of the Scientific Advisory Council Board following the amendment of the University of Administrative Sciences Act of 14 June 1994 and the State Ordinance on the Research Institute of 31 May 1976 by the State Ordinance of 5 July 1994.
