Transformation of Public Administration Duration: 15/03/2026 - 30/09/2027

The research project “AI and AI Compliance in Public Administration” examines how and under what conditions artificial intelligence (AI) is used in public administration at the federal, state, and local levels. The project aims to systematically document both the actual use of AI systems and existing regulations regarding AI compliance. The following questions are central to the project: Which AI systems are being used? What are they used for, or what can they be used for? What opportunities, risks, and challenges do employees and managers perceive? What experiences have they already had with AI in their daily work?In the area of AI compliance, the study analyzes which regulations exist or are being developed, how they are structured, what they cover (e.g., data protection or copyright), and how they are implemented and monitored. The study pursues several objectives: to open the “black box” of AI use and AI compliance in public administration, to identify best-practice examples, to highlight obstacles and challenges in the use of AI, and to determine success factors for competent use.

In addition, the study aims to assess how employees and managers evaluate the use of AI and how useful specific AI systems are perceived to be. The findings are intended to provide a systematic overview of AI and AI compliance in public administration. The research project can thus help lay the groundwork for future strategies and measures in the field of AI and AI compliance in public administration.Methodologically, the study is based on a mixed-methods design. Quantitative and qualitative data are collected in parallel, analyzed separately, and then integrated to enable a more comprehensive understanding of the research topic.
