Development and Implementation of a Youth-Check for Berlin
The project engages with the development and introduction of a youth specific regulatory impact assessment tool (‘youth-check’) for the Federal State of Berlin. Based on a Senate resolution from April 2024, stipulating the implementation of a youth-check, NIPAG was commissioned by the Senate Department for Education, Youth, and Family Affairs to develop a Berlin youth-check between September 2024 and July 2025. The youth-check is a regulatory impact assessment tool that helps to raise awareness for the concerns of the young generation. The youth-check helps to visualise the effects of draft legislation on the young generation.
The aim of the project was to develop an assessment tool consisting of an assessment chart and assessment procedure for the Berlin Youth-Check. The project built on experience with the Youth-Check at the federal level and in Thuringia, and adapted the assessment chart and assessment procedure to the specific circumstances in Berlin. The assessment procedure was developed in consultation with the Senate Department for Education, Youth, and Family Affairs and adapted to the specifics of the Berlin legislative process. It covers, among other things, the age group, the subject of the assessment, the timing of the assessment, and the assessment procedure. In addition, the concept outlines possibilities for the participatory involvement of young people.
Regulatory impact assessment in Germany
The Competence Centre Youth-Check (ComYC) was founded in 2017 as a project of the National Institute for Public Administration Germany. It is responsible for carrying out the youth-check for all federal government bills. The ComYC is an independent unit with a unique expertise in youth-specific regulatory impact assessment. With its work, the ComYC helps to raise awareness for the concerns of young people.
In 2022, the first youth-check on the federal level was introduced in Thuringia. The youth-check in Thuringia is likewise a project of the National Institute for Public Administration Germany.
