NIPAG has developed an assessment tool for the state of Berlin for conducting a youth-check on legislative proposals

Based on a Senate resolution from April 2024, stipulating the implementation of a youth-check, NIPAG was commissioned by the Senate Department for Education, Youth, and Family Affairs to develop a Berlin youth-check between September 2024 and July 2025. 

The aim of the project was to develop an assessment tool consisting of an assessment chart and assessment procedure for the Berlin youth-check. The project built on experience with the youth-check at the federal level and in Thuringia, and adapted the assessment chart and assessment procedure to the specific circumstances in Berlin. 

Participatory process with youth policy experts

The results of a participatory process were incorporated into the development of the assessment chart: in two workshops, district participation coordinators, youth associations, youth welfare organizations, and representatives of the Senate Department for Education, Youth, and Family Affairs were able to contribute their perspectives on growing up in Berlin. 
The assessment procedure was developed in consultation with the Senate Department for Education, Youth, and Family Affairs and adapted to the specifics of the Berlin legislative process. It covers, among other things, the age group, the subject of the assessment, the timing of the assessment, and the assessment procedure. In addition, the concept outlines possibilities for the participatory involvement of young people.
