Scientific evaluation of the "Second Collective Agreement on Measures to Accompany the Reorganisation of the Brandenburg State Administration" (TV Umbau II)

Since 2009, the collective labour agreement TV Umbau has accompanied modernisation processes in the Brandenburg state administration. Employees who are affected by reorganisation measures benefit from it in particular when departments are closed, relocated or restructured. The TV Umbau excludes compulsory redundancies and offers comprehensive job and income security for the employees affected.  The original collective labour agreement went into effect in 2009 and was replaced in 2018 by TV Umbau II, which is in force until mid-2025.

On behalf of the Ministry of the Interior and for Municipal Affairs Brandenburg, the National Institute for Public Administration Germany is conducting a comprehensive scientific evaluation of the TV Umbau II. The aim of the evaluation is to analyse the effectiveness and scope of the employment protection measures established in the collective labour agreement and to develop recommendations for future adaptations of the agreement.

For this purpose, the National Institute for Public Administration Germany conducts the following key evaluation tasks:
1. evaluation of primary data on affected employees, modernisation projects and the extent to which measures of the TV Umbau II were used
2. interviews with experts from the employer and employee perspectives
3. comparison of the TV Umbau II with other collective labour agreements on protection against rationalisation measures
4. identification of requirements for the further development of TV Umbau II based on the latest administrative research on the effects of digitalisation on the public sector
