Socially compatible modernisation of public administration: Evaluation of the second phase of Collective Agreement Restructuring II (Tarifvertrag Umbau II) launched

The first 'Collective Agreement on Measures to Accompany the Restructuring of the Brandenburg State Administration' (TV Umbau) came into force in 2009 to accompany the modernisation processes in the Brandenburg state administration in a socially compatible manner. It provides comprehensive job and income security for employees affected by restructuring measures. The original agreement was replaced in 2018 by TV Umbau II, which will run until mid-2025.

The NIPAG is conducting an expert scientific evaluation of TV Umbau II on behalf of the Ministry of the Interior and Municipal Affairs of the state of Brandenburg. The project began on 24 July 2024 with an introductory meeting in Potsdam with representatives of the Ministry and the unions with which the collective agreement was concluded.

The aim of the evaluation, which is to be completed by mid-2025, is to analyse the effectiveness and scope of the employment protection measures enshrined in the collective agreement and to make recommendations for future adjustments.
