Evaluation of TV Umbau II successfully completed
TV Umbau II successfully evaluated: The final report is available and was handed over on time. The results now form the basis for future collective bargaining policy decisions and further developments.
After intensive research work, the scientific evaluation of the second collective agreement on measures to accompany the reorganisation of the Brandenburg state administration (TV Umbau II) was successfully completed at the end of June 2025. The final report was submitted on time to the collective bargaining department of the Brandenburg Ministry of the Interior and Local Government, which commissioned the project, and now forms an evidence-based foundation for future collective bargaining policy decisions.
The evaluation analysed the scope and effectiveness of the employment protection measures enshrined in the collective agreement. In addition, the expected effects of digitalisation and the use of artificial intelligence on the state's employees were analysed. On this basis, well-founded recommendations for possible contractual adjustments were derived.
In addition to the report, the key findings were presented to both parties in separate presentations. This allowed open questions to be discussed in a targeted manner and the methodological background to be explained transparently.
The scientific analysis thus provides important inspiration for the further development of collective bargaining policy instruments in the context of administrative reorganisation in Brandenburg.
