Mit dem Entwurf soll es Menschen mit Behinderungen ermöglicht werden, „gleichberechtigt und selbstbestimmt am Ar-beitsleben teilhaben“ zu können. Für junge Menschen soll es spezifische Regelungen geben, die ihre Integration in den Arbeitsmarkt vereinfachen sollen.

Die Datennutzung der öffentlichen Hand hat jüngst einen neuen informations- und wettbe-werbsrechtlichen Ordnungsrahmen erhalten: das Datennutzungsgesetz (DNG). Vor allem kommunale Akteure treibt nun die Sorge um, ihren Datenbestand in Zeiten „klammer Stadtkassen“ nicht mehr monetarisieren zu dürfen. Der Beitrag ergründet, inwieweit ihre Befürchtungen berechtigt sind.

The article shows the process of normativization of scientific knowledge in the European Convention on Human Rights system. It argues that scientific and technological knowledge substantially impact tools used by the European Court of Human Rights, such as the living instrument doctrine, positive obligations, and European consensus.

This article therefore not only looks at the current implementation status of the Online Access Act and the Single Digital Gateway Regulation (EU) 2018/1724, but in particular identifies three challenges for the digital transformation of public administration in Germany: federalism, legal fragmentation and register modernisation.
