Retrospective: 'Youth Team' closing event in the Thuringia State Parliament

Description and content of the event
All members of the 'Youth Team' Thuringia were invited to the closing event, which took place in Erfurt on 2 March 2024. Among other things, participants were given an overview of the outcomes of the consultation events covering the Thuringian General Practitioners' Security of Supply Act (Hausärztesicherstellungsgesetz), the amendment to the service regulations and the Thuringian Child and Youth Welfare Implementation Act (Kinder- und Jugendhilfeausführungsgesetz). They were also given an overview of the progress made on the draft laws in the meantime. In addition to the opportunity to provide feedback on the 'Youth Team' and the previous meetings, the focus was on future prospects and further avenues for consultation.
The involvement of young people in the 'Youth Team' was made possible by the Youth Participation Support Centre of the Ministry of Education, Youth and Sports of the State of Thuringia (TMBJS), in collaboration with the Landesjugendring Thüringen e.V. (Thuringian Youth Council Association) and with the assistance of the Youth Check Thuringia project bureau, a three-year model project (2022-2025) of the National Institute for Public Administration Germany. Madeleine Henfling, Deputy President of the State Parliament, and Prof. Dr Winfried Speitkamp, State Secretary for Youth, expressed their gratitude to the young people for their commitment during the event.

Implementation of the youth-check in Thuringia (Phase 3)
After the National Institute for Public Administration Germany (NIPAG) developed a concept for the implementation of the youth-check at state level for the Ministry of Education, Youth and Sports of the State of Thuringia (TMBJS) in 2020, based on the experience gained at the federal level, the cabinet has now approved the implementation of this concept on 23 November 2021. The youth-check Thuringia will initially be implemented by the NIPAG as a model project for three years. This will make Thuringia the first German state to systematically assess the impact of state laws on young people. What is new here is that young people are involved in a consultative way in the assessment of the impact of legislation. To this end, the NIPAG will work closely with the Youth Participation Support Centre of the TMBJS. During the three-year project phase, the NIPAG will examine all draft legislation from the ministries.
Development of a 'youth-check' in Thuringia
In order to incorporate young people's perspectives into the formulation of administrative policy in the German state of Thuringia, a process known as the 'youth-check' was developed, tested and subsequently introduced. The youth-check is a systematic method for recording and presenting the impact of draft regulations and other official/regulatory measures on young people. It has been developed as a test tool in two versions. The first is designed to assess the youth-specific consequences of legislation and policies at national level, while the second is designed to assess the impact of policies and programmes at local government level.
