Retrospective: Consultation workshop on the controlled sale of cannabis

At the invitation of the Youth Check Centre of Excellence (KomJC), around 20 participants aged between 12 and 27 from almost all of Germany's Federal States met in Berlin from 11 to 13 November 2022 to discuss the proposal for the regulated sale of cannabis as outlined in the coalition agreement. The aim of the workshop was to document the perspectives of young people on the topic and to use these impulses for the creation of a youth check as soon as the corresponding draft law is available.
In-depth discussions on the potential impact of legalisation
The weekend consisted of a mix of plenary debates, exchanges with experts and small group work, where young people were able to discuss the specific effects of legalisation in depth.
The Federal Government's framework paper on the planned controlled sale of cannabis was the starting point for the young people's feedback. However, the paper still leaves some questions unanswered with regard to the design of the law. Consumption in public spaces and its effects on young people comprised a particularly controversial aspect of the consultation workshop.
The results of the consultation workshop were documented in a report. They were also included in the development of a Youth Check for the 'Draft law on the controlled consumption of cannabis and on the amendment of other provisions (Cannabis Act) (as of 16 August 2023)'.
