NIPAG represented with three projects at the 18th Child and Youth Welfare Day

The 18th German Child and Youth Welfare Day (DJHT), Europe's largest youth welfare summit, took place in Leipzig from 13 to 15 May 2025. The NIPAG was actively represented with three of its own projects: The Competence Centre Youth Check (ComYC), the Project Office Youth Check Thuringia (ProJCT) and the project ‘Implementation support KJSG: Conversion of administrative structures in the area of integration assistance’ (in short: KJSG project).

Competence Centre Youth Check

The ComYC presented its work during the 18th DJHT with an informative exhibition stand and a well-attended event. The event took place on 14 May 2025 and focused on the youth-check. Firstly, Lena Hartmann, research officer at the ComYC, gave an overview on youth-specific regulatory impact assessment with the youth-check and reported on experiences at federal level and in Thuringia. A lively panel discussion then shed light on the experiences with the youth-check at federal and state level. Judith Hammann from Federal Ministry of Education, Family Affairs, Senior Citizens, Women and Youth, Rebecca Romes-Larsen, Managing Director of ComYC, Falk Neubert from the Thuringian Ministry of Social Affairs, Health, Labour and Family (TMSGAF), Jürgen Schattmann from the Ministry for Children, Youth, Family, Equality, Refugees and Integration of the State of North Rhine-Westphalia, and Julian Lagemann, Board Member of the Deutsche Sportjugend and member of the youth-check Advisory Board, took part in the panel. They reported on their experiences with the youth-check at federal and state level and on  the perception in politics, public administration administration and the expert community.

Project Centre Youth-Check Thuringia

Lena Schreiner, project coordinator of ProYCT, and Till Kopietz from the Service Centre Participation (Servicestelle Mitbestimmung) of the Thuringian Ministry of Social Welfare, Health, Labour and Family Affairs presented the Thuringian youth-check at the DJHT on 14 May 2025. They explained the development of the project, the examination of ministerial draft bills and how it is embedded in the work of the state government. Schreiner and Kopietz also reported on their experiences with the participatory involvement of young people in the youth-check and the format of the ‘Youth Team’. The combination of regulatory impact assessment and the active participation of young people met with many questions from the audience. Participants from all over Germany, as well as the lively discussions showed that both stakeholders from the administration and independent organisations are interested in the youth-specific impact assessment at state level and the experiences with the youth-check.

KJSG implementation support: reorganisation of administrative structures in the area of integration assistance (KJSG project)

In this project, the NIPAG is developing a guide to support local authorities in implementing the so-called ‘inclusive solution’. This means that, in future, municipalities will provide integration assistance services for young people unified under the umbrella of child and youth welfare. The project is funded by the BMBFSFJ, which organised the event ‘Implementing inclusive child and youth welfare’ at the DJHT. Dr. Jenny Rademann, research associate at the NIPAG and KJSG project coordinator, presented key requirements and concrete steps for a good implementation of the inclusive solution at the event. The event also included a panel discussion with three pilot municipalities that are being monitored by the NIPAG as part of the KJSG project.
