Handover of roadmap and guidelines for the project ‘Support for the implementation of the Act to Strengthen Children and Youth (KJSG) to the State Secretary at the Ministry for Family Affairs

On December 11, 2025, the results of the project ‘Support for the implementation of the Act to Strengthen Children and Youth (KJSG) ‘ were presented at the Federal Ministry of Education, Family Affairs, Seniors, Women, and Youth. In a hybrid event, the project team presented a roadmap and guidelines to support municipalities on the path to inclusive solutions. The aim of the project was to aid municipalities in achieving a more unified approach between youth welfare and integration assistance services for young people with disabilities.

The project team behind the project ‘Support for the implementation of the Act to Strengthen Children and Youth (KJSG) ‘ presented the results of the project on 11 December 2025 at a hybrid event held at the Federal Ministry of Education, Family Affairs, Senior Citizens, Women and Youth. From 2022 to 2025, the project focused on achieving a more unified approach in the administration of youth welfare and integration assistance and has now presented supporting documents for youth welfare offices and integration assistance providers in the form of a roadmap and guidelines. These are intended to support those municipalities that are embarking on the path of transferring responsibility for integration assistance services for young people with physical and mental disabilities to youth welfare services.

The State Secretary at the BMBFSFJ, Dr. Petra Bahr, opened the event with a welcoming address and then received the roadmap and guidelines from the project coordinator, Dr. Jenny Rademann (NIPAG). In his introduction to the topic, the director of the NIPAG, Prof. Dr. Jan Ziekow, emphasised the practical approach of the project. During the four years of the project, a wide range of suggestions and implementation options were compiled in close cooperation with local authorities.

In front of approximately 300 participants from local authorities, federal states and associations, Maximilian Andorff-Woller (NIPAG) presented the methodological approach of the project. Lena Schreiner (NIPAG), Dr Verena Hambauer (NIPAG), Maximilian Andorff-Woller (NIPAG) and Luca Weis (NIPAG) presented the roadmap and five guidelines. The guidelines cover all phases of the transition process: from organising the transition process and preparatory steps in the status quo to changing the structural and procedural organisation and a core area of the transition to starting work in the new structures. The interest in these topics was once again evident from the questions asked by the participants. The discussion was moderated by Dr Jenny Rademann (NIPAG).
