The NIPAG invites you to a seminar on 'the civil service in transition' on 12 June 2025 in its conference rooms in Berlin. The event marks the launch of the handbook "The Civil Service in Europe – A Research Companion".

The National Institute for Public Administration Germany (NIPAG) is hosting a seminar on the transformation of the civil service in its Berlin conference rooms on 12 June 2025. The event follows the publication of the book ‘The Civil Service in Europe’, which concludes a research project on the transformation of the civil service in Europe funded by the Fritz Thyssen Foundation. Around 50 researchers from numerous European countries were involved in the project. Thanks to a grant from the Federal Ministry of the Interior, the publication is also available as an open access edition.

The event marks the publication of the book ‘The Civil Service in Europe’, which concludes a research project on the transformation of public administration in Europe funded by the Fritz Thyssen Foundation. Around 50 researchers from various European countries were involved in the project. Thanks to the support of the Federal Ministry of the Interior, the publication is available as an open access edition.
Entitled ‘The Civil Service in Transition’, the event addresses a highly topical issue that brings together national and international perspectives. The opening keynote speech will be given by Baroness Gisela Stuart, First Civil Service Commissioner in the United Kingdom since 2022. As the chief guardian of impartiality and integrity in the British civil service, she lends particular relevance to the discussion. Prof. Ulrich Battis, a renowned German constitutional scholar and proven expert on civil service issues, will present the German perspective on current developments and challenges. Finally, Dr Kolja Naumann, judge at the Federal Administrative Court and lecturer at the University of Leipzig, will comment on the book ‘The Civil Service in Europe’ and present related considerations. The event will also provide an opportunity for exchange and discussion with the participants.
