The German system of (higher) administrative schools as an export success for German development cooperation

The project 'Advisory fund for structural and regulatory policy reform' (SOB) is a joint initiative of the German Agency for International Cooperation (GIZ) with German development cooperation partner countries. Its aim is to integrate German experience in structural and regulatory policy more strongly into advice on transformation processes and reform initiatives in these countries, and to make it more readily available. To this end, the SOB facilitates the exchange of experience between German experts and development cooperation partners, particularly in the areas of decentralisation, public finance, political participation and economic policy. Germany has considerable experience in decentralisation. This includes a system of administrative training, some aspects of which could be suitable for knowledge transfer through the SOB. The National Institute for Public Administration Germany has conducted a scientific assessment of the relevance of German development cooperation for partner countries and a systematic identification of further promising aspects of administrative training.
