Retrospective: Second round of youth consultations in the Youth Check Thuringia programme

Description and content of the event
At the invitation of the Youth Participation Support Centre of the Ministry of Education, Youth and Sports of the State of Thuringia (TMBJS), 29 young participants from all over Thuringia met in Erfurt on 10 September 2023 to discuss the implications to young people of the proposed amendments to the Thuringian Service Law. The aim of the consultation workshop was to document young people's perspectives on the issue and to use these insights to develop the Youth Check even further.
The consultation workshop gave participants the opportunity to contribute their particular perspective to the ongoing legislative process. Their feedback and suggestions were documented and summarised by the Youth Check Thuringia project bureau and subsequently incorporated into the Youth Check Thuringia, thereby influencing the legislative process.

Implementation of the youth-check in Thuringia (Phase 3)
The youth-check is a regulatory impact assessment tool that analyses the impact of legislation on young people. To raise awareness of young people's concerns early in the legislative process, the youth-check is applied to proposed legislation at the draft law stage. Its purpose is to identify and present the intended and unintended consequences of a draft law on young people. In this way, the perspectives of young people in the legislative process are strengthened and makes policymakers and administrators more aware of the independent life phase of youth.
Development of a 'youth-check' in Thuringia
In order to incorporate young people's perspectives into the formulation of administrative policy in the German state of Thuringia, a process known as the 'youth-check' was developed, tested and subsequently introduced. The youth-check is a systematic method for recording and presenting the impact of draft regulations and other official/regulatory measures on young people. It has been developed as a test tool in two versions. The first is designed to assess the youth-specific consequences of legislation and policies at national level, while the second is designed to assess the impact of policies and programmes at local government level.
