NIPAG Forum on Youth and Intergenerational Justice in Policy Assessment
Perspectives of Young People and Intergenerational Justice in Regulatory Impact Assessments
Description and content of the event
How do laws affect young people and different generations of society? While there are many different perspectives, concepts, and approaches to this question, one issue has increasingly moved to the center of both academic and practical debate: the consideration of young people’s needs, intergenerational justice as a whole and finally its relevance for policymaking. More specifically, attention is growing towards how policymaking can account for these consequences – both in-between living as well as future generations, across all fields of issues.
Public policy decisions often generate both intended and unintended consequences which unfold over very different timescales Furthermore, anticipating the extent, distribution and impact of these consequences across different generational groups can be challenging. Practitioners therefore face a fundamental challenge: how can we better assess the likely consequences of today’s decisions for young people and different generations, particularly when uncertainty is an inherent feature of policymaking? Addressing this challenge requires not only normative debates about what constitutes a fair distribution of opportunities, costs, and benefits across generations, but also practical tools that can help bring these considerations into policy assessment and decision-making.
It is against this background that the National Institute of Public Administration Germany (NIPAG) is hosting a Forum on Perspectives of Young People and Intergenerational Justice in Regulatory Impact Assessment, an event that aims to foster academic exchange among international researchers, practitioners and key stakeholders from government and civil society. Its primary focus will be different presentations by participating researchers who will highlight their methodological approaches to and practical experiences with the development and application of assessment tools for intergenerational justice in public policy. Moreover, the NIPAG will present its newly developed instrument for assessing the impact of legislation on intergenerational justice, the Intergenerational Justice Check, as well as its subsequent developments of the Youth Check. The event will also offer various opportunities for networking and informal exchange among participants.
The forum is scheduled for the 26th and 27th of November 2026 at the institute’s office in Berlin.
