Intermunicipal cooperation as an approach to reform - the Rhineland-Palatinate way

In Rhineland-Palatinate, intermunicipal cooperation, for instance in the form of special-purpose associations, has a long tradition and has been successfully implemented in numerous projects. It plays an integral role in the fulfilment of local government tasks. Intermunicipal cooperation can be an efficient and effective alternative to territorial reforms for certain tasks at local government level. There is still considerable potential for intermunicipal cooperation, and it may be worthwhile to pursue this reform path further in order to meet foreseeable changes and demands. The objective of this project is to identify possible areas of responsibility for intermunicipal cooperation, to examine possible forms of organisation, to investigate how to ensure tasks are fulfilled and to examine the effects on the participating local territorial authorities.
