Evaluation of the implementation of the Schleswig-Holstein Open Data Act (ODaG) for the provision of open data concluded

The evaluation of the implementation of the Schleswig-Holstein Open Data Act (ODaG) was concluded in October 2024. The NIPAG was commissioned to prepare sections of the report on the initial evaluation of the legislation in accordance with scientific standards.

An interdisciplinary research approach was chosen for the analysis, integrating perspectives from legal, social and administrative sciences and applying various methods of empirical social research. The evaluation project examined the following key areas:

The critical assessment of the implementation of the ODaG with regard to various requirements for open data,

The analysis of the use and user-friendliness of the Open Data Portal,

Consideration of the organisational, staffing and financial implications for the public bodies referred to in section 2 of the ODaG,

An assessment of the extent to which the purpose of the Act has been achieved and, in particular, the 'free and unrestricted access by the public to all digital data that does not require protection'.
