Completion of the project to evaluate the Thuringian Transparency Act (Thüringer Transparenzgesetz - ThürTG)

The NIPAG completed the evaluation of the Thuringian Transparency Act (ThürTG) commissioned by the Thuringia State Ministry of the Interior and Municipal Affairs (Thüringer Ministerium für Inneres und Kommunales - TMIK) in August 2023. An interdisciplinary research approach was chosen for the evaluation, combining perspectives from legal, social and administrative sciences and various methods of empirical social research. The following aspects were examined in detail within the framework of the one-year evaluation project: 

  • The implementation of the provisions of the Thuringian Transparency Act (ThürTG) on access to information on request and the Thuringian Data Protection and Freedom of Information Commissioner (Thüringer Landesbeauftragte für den Datenschutz und die Informationsfreiheit - TLfDI), including their advisory board, as well as the provisions of the Thuringian General Administrative Costs Order (Thüringer Allgemeine Verwaltungskostenordnung - ThürTGVwKostO).
  • Use of the Thuringia Transparency Portal
  • The necessity and appropriateness of the amendment made outside Sections 5-8 of the Thuringian Regulations on Inspection Engineers and Inspectors (Thüringer Verordnung über die Prüfingenieure und Prüfsachverständigen - ThürTG) and the ThürTPVO compared to the Thuringian Freedom of Information Act (Thüringer Informationsfreiheitsgesetzes - ThürIFG)
  • Organisational, personnel and financial effects on the bodies named in Sec. 2 ThürTG
  • Ancillary effects of the ThürTG
  • The extent to which the objectives of the ThürTG have been achieved
  •  
  • The project has been extended until June 2024.
