Centre of excellence for research and consulting in public administration

As a centre of excellence that sets standards in German, European and international public administration research and consultancy, the NIPAG is unique in Germany. The NIPAG is jointly funded by the Federal Government and the States and has a strong international network. 'Research on and for the public administration' has been the motto and mission of the National Institute for Public Administration Germany (NIPAG) since its foundation in 1976. The NIPAG analyses public administration at all levels, from local to European and international, and identifies opportunities for their development and improvement.

Our services

The NIPAG delivers pioneering research that can be effectively translated into administrative practice and evidence-based policy and advice through a unified approach. The results of our research and consultancy work are directly integrated into a comprehensive transfer programme that includes national and international conferences, workshops and seminars.

We provide innovative, interdisciplinary research and evidence-based policy and management advice from a single source that is transferable to administrative practice.     New Work in Public Administration - Third workshop: "Satisfied with New Work? The effects of changing work on the health and satisfaction of employees"

    The third workshop in the "New Work in Public Administration" series of events took place on April 2-3, 2025 with a focus on health and satisfaction in the context of New Work. The workshop was conducted by the NIPAG under the direction of Prof. Dr. Jan Ziekow and Dr. Silke I. Keil and in cooperation with the subcommittee "General Administrative Organization" (UA AV) of AK VI of the Conference of Interior Ministers in the conference rooms of the Berlin office of the NIPAG. The aim of the workshop was to get to know innovative working models in the context of New Work and to discuss their applicability, opportunities and challenges for public administration on the basis of the speakers' contributions.

    Focus on New Work in Public Administration

    Presentation of the evaluation results of the New Work strategy of the Ministry of the Interior and Municipal Affairs of the State of Brandenburg (MIK) on March 7, 2025. At this year's Knowledge Café of the Brandenburg Digital Agency on March 7, 2025, the MIK and the NIPAG were given the opportunity to present the implementation and evaluation of the ministry's New Work strategy to an expert audience from science and administrative practice.

    Building Bridges: The partnership with EURAC Bozen takes a new step. International conference on artificial intelligence in cooperation with the Friedrich-Ebert-Foundation

    On 28 February 2025, the Institute for Comparative Federalism at EURAC Bozen organised, in collaboration with the Friedrich Ebert Foundation, an international conference on "Artificial Intelligence - Challenges for Administration and Law". EURAC Bozen is a research institution with which FÖV signed a cooperation agreement in 2010. The conference represents a new step of a lively scientific exchange between the two institutions.

    Discussion Paper „What does knowledge management in public administrations look like in practice? Development of KM criteria on the basis of case study reviews" is published

    The recently published discussion paper “What does knowledge management in public administrations look like in practice? Development of KM criteria on the basis of case study reviews.” analyses and clarifies the sometimes elusive concept of knowledge management using a series of international case studies. The author Stella Hill examines over 100 instances where knowledge management has been implemented in the public sector, deriving a set of criteria that empirically define knowledge management.
