Equal living conditions: Tailored measures for the development of structurally weak regions
The coalition agreement for the 19th legislative period of the Federal Government set out a clear objective to create equal living conditions, with a particular focus on improving living standards in regions facing structural challenges. The research project examined the suitability of support measures for the development of structurally weak regions on the basis of six selected labour market regions in East and West Germany. Based on the results, recommendations for action for regional policy were derived. In addition to identifying ways of improving the overall suitability of funding measures, the project also contributed to strengthening equal living conditions in Germany as a whole.
Intermunicipal cooperation as an approach to reform - the Rhineland-Palatinate way
In Rhineland-Palatinate, intermunicipal cooperation, for instance in the form of special-purpose associations, has a long tradition and has been successfully implemented in numerous projects. It plays an integral role in the fulfilment of local government tasks. Intermunicipal cooperation can be an efficient and effective alternative to territorial reforms for certain tasks at local government level. There is still considerable potential for intermunicipal cooperation, and it may be worthwhile to pursue this reform path further in order to meet foreseeable changes and demands. The objective of this project is to identify possible areas of responsibility for intermunicipal cooperation, to examine possible forms of organisation, to investigate how to ensure tasks are fulfilled and to examine the effects on the participating local territorial authorities.
Examination of the operational procedures of councils and district assemblies in North Rhine-Westphalia with regard to their functional capacity
On behalf of the Interior, Local Government, Building and Equal Opportunities of the State of North Rhine-Westphalia, the project examines the working methods of councils and district assemblies in North Rhine-Westphalia with a focus on their functional capacity and the potential for functional disruptions.
Development of guidance for the evaluation of legal norms
In order to achieve high-quality legislation and to reduce the number of standards, almost all regulations and laws in North Rhine-Westphalia (NRW) have been subject to a time limit since 2005. The time limit is defined either as an expiry date or as an obligation to report by a certain date in accordance with Sec. 39(2) of the Joint Rules of Procedure of the Federal Ministries (GGO). If a temporary legal regulation is to be maintained beyond its stated expiry date, the ministry responsible is obliged to submit an evaluation of the regulation in question in order to justify its continued maintenance. An evaluation report must also be submitted as part of the aforementioned reporting obligation. In order to further improve the quality of the evaluation reports, guidance for the evaluation of legal norms in North Rhine-Westphalia (NRW) has been developed in close cooperation with the relevant departments. This guidance describes the evaluation procedure and provides information on the preparation of evaluation reports. The Ministry of the Interior of the State of North Rhine-Westphalia commissioned the National Institute for Public Administration Germany to develop the aforementioned guidance.
Current situation analysis to help develop and improve services for children and young people with disabilities
With 'Taking part - Shaping the future: The future of child and youth welfare', the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ) has initiated a broad process of consultation and dialogue on the modernisation of child and youth welfare. One point of discussion is the implementation of integrated child and youth welfare with a transfer of responsibility for children and young people with disabilities from social welfare (Social Code Book (SGB) XII or, from 1 January 2020, integration assistance according to SGB IX) to child and youth welfare (SGB VIII). On behalf of the BMFSFJ, the National Institute for Public Administration Germany carried out a situation analysis on integration assistance for children and young people with disabilities.
Uniform geodata management in the State of Rhineland-Palatinate
The state government's 'Strategy for digital life in Rhineland-Palatinate' makes a clear statement about the importance of modern geodata management: 'Digital geodata as a reflection of the real world is the digital raw material of an intelligent geo-future'. What are the key principles of modern, efficient geodata management in Rhineland-Palatinate, and what new developments should be taken into account? How can innovative methods contribute to the reorganisation? These and other questions were addressed in the project 'Preliminary study on the introduction of a standardised geodata management system in Rhineland-Palatinate (rlp-GDM)', based at the Ministry of the Interior and Sport of the State of Rhineland-Palatinate. In cooperation with the Innovation Laboratory of the German University of Administrative Sciences Speyer (Knowledge and Idea Transfer for Innovation in Administration - WITI), the National Institute for Public Administration Germany and the Rhine-Neckar Metropolitan Region (MRN) GmbH.
Study on the implementation of a coffee tax reduction on sustainable coffee
The German government has demonstrated its commitment to the sustainability goals set out in the 2030 Agenda for Sustainable Development. One of the key development policy objectives of the Federal Ministry for Economic Cooperation and Development (BMZ) is to promote the establishment of sustainable global supply chains. In April 2018, the BMZ publicly advocated for the exemption of coffee taxes on sustainably produced and fairly traded coffee, with the objective of improving social and environmental production conditions in coffee-growing countries. The German Agency for International Cooperation (GIZ) provides advisory services to the Federal Ministry for Economic Cooperation and Development (BMZ) within the framework of the programme 'Sustainable supply chains and standards', and commissioned the National Institute for Public Administration Germany to conduct a public administration study.
Ex-post evaluation of the pros and cons of environmental legislation
On 15 January 2015, the German government enacted the so-called 'bureaucracy brake'. The aim is to mitigate the long-term impact on the economy. It is of the utmost importance that the government's regulatory proposals do not lead to an increase in compliance costs. Consequently, any additional burdens must be offset by comparable reductions in regulatory requirements. This puts considerable pressure on the justification of environmental policy proposals, which are often accused of imposing costs on business that are disproportionate to their social and economic benefits. The objective of this research project, carried out in collaboration with the ZEW - Leibniz Centre for European Economic Research and the Institute for Applied Ecology (Öko-Institut e.V.), is to determine the actual relationship between the costs incurred by businesses as a result of selected environmental regulations and the overall social benefits. This will make it easier to demonstrate the added value of these environmental regulations in the context of an ex-post evaluation.
The German system of (higher) administrative schools as an export success for German development cooperation
The project 'Advisory fund for structural and regulatory policy reform' (SOB) is a joint initiative of the German Agency for International Cooperation (GIZ) with German development cooperation partner countries. Its aim is to integrate German experience in structural and regulatory policy more strongly into advice on transformation processes and reform initiatives in these countries, and to make it more readily available. To this end, the SOB facilitates the exchange of experience between German experts and development cooperation partners, particularly in the areas of decentralisation, public finance, political participation and economic policy. Germany has considerable experience in decentralisation. This includes a system of administrative training, some aspects of which could be suitable for knowledge transfer through the SOB. The National Institute for Public Administration Germany has conducted a scientific assessment of the relevance of German development cooperation for partner countries and a systematic identification of further promising aspects of administrative training.
The 'Digital road space' as a field of experiment for developing and testing a cooperative data infrastructure as a basis for inter-municipal mobility applications using the example of urban and heavy goods traffic
As of 1 October 2017, the National Institute for Public Administration Germany has been involved in the joint project 'xDataToGo', which is funded by the Federal Ministry of Transport and Digital Infrastructure (BMVI) as part of its 'mFund' programme. Project 'xDataToGo' aims to merge local government data from the digital road space with that of the Federal Government, Federal States and other stakeholders, creating a regional, cooperative data infrastructure that can be used collectively. Previously, the data was of a disparate nature and there were no uniform database standards at local government level. The project was enhanced by a mobile application, which enabled local authorities in the Rhine-Neckar Metropolitan Region (MRN) to record information in a uniform manner, including details such as road widths, clearance heights and permissible payloads. This information was linked with data from the Federal States and the Federal Government, and made available for innovative mobility applications (e.g. via the federal mobility data marketplace). The National Institute for Public Administration Germany provided legal expertise to support and accompany the joint project. In particular, the project team examined data licensing and the provision of data via a portal, using the German data licence and the GovData metadata portal as case studies. They also examined the limitations of monetising local government data from an economic law and PSI regime perspective, as well as potential avenues for collaboration with private third parties. De lege ferenda, they investigated the feasibility of the legal concept of de facto data sovereignty. In addition to addressing legal and regulatory issues through scientific research, the National Institute for Public Administration Germany's involvement in the project centred around organising workshops for decision makers from local government authorities.
