Workshop: Temporal and functional flexibility in the workplace
The second workshop in the series 'New Work in public administration' will take place on 19-20 September 2024. Once again, the workshop is being organised by the National Institute for Public Administration Germany (NIPAG) in cooperation with the Subcommittee on General Administrative Organisation (UA AV) of Task Force VI of the Conference of the Ministers of the Interior, chaired by Prof. Dr Jan Ziekow and Dr Silke I. Keil.

Manipulative interfaces are ubiquitous on the Internet: Project 'Dark Pattern Detection App' has thoroughly investigated this phenomenon and identified legal and technical countermeasures to protect consumers. The project was successfully brought to a conclusion at the NIPAG on 31 July 2024.

The Thuringian Cabinet has decided to continue the youth-check Thuringia until what is expected to be 2026. This means that the youth-check Thuringia project bureau can continue its work beyond 2024 and continue to contribute to youth-friendly legislation in Thuringia.

The European AI Regulation entered into force on 1 August this year Its provisions have to be implemented on a step-by-step basis by 2027. Among other things, the question of which authority will monitor compliance in Germany needs to be clarified. Prof. Mario Martini and Dr Jonas Botta, both from the German Research Institute for Public Administration, have published a study entitled 'AI supervision for Germany - Tasks, powers and options for implementation' ('Nationale KI-Aufsicht - Aufgaben, Befugnisse und Umsetzungsoptionen'), which examines what the best solution for Germany might look like. The TV news programme Tagesschau interviews Prof. Martini.

We welcome Rafael Leite to the NIPAG as German Chancellor Fellow
Starting in July, the Alexander von Humboldt Foundation will fund Rafael Leite's stay at the National Institute for Public Administration Germany (NIPAG) under the auspices of the renowned German Chancellor Fellowship, meaning that the NIPAG is once again playing host for the fellowship.

Closing event of the 'Youth Team' Thuringia
On 2 March 2024, around 30 members of the 'Youth Team' Thuringia met for a closing event at the Thuringia State Parliament. Together with the Youth Check Thuringia project bureau team, they reflected on previous meetings, evaluated the results and gave feedback on the consultation format.

VW Foundation supports project to develop AI transparency register
With €179,800 in funding, the VW Foundation is funding a research project entitled 'AI used by the state: Safeguarding autonomy and human rights with transparency for the general public and support for public servants', proposed by Research Associate Dr Jonas Botta.

Dr Jonas Botta (NIPAG) heard as expert witness by the German Bundestag's Internal Affairs Committee
The German Bundestag Committee on Internal Affairs and the Interior invited Dr Jonas Botta, a renowned expert in the field, to share his insights on the draft law proposed by the police ombudsman (BT-Drs. 20/9148). Dr Botta provided the committee with his expertise in constitutional and security law. In his testimony, he advocated for a uniform right of entry for the general public and police officers, the reinforcement of independent official duties, a comprehensive right of access to files and the right to decline to testify before the Police Ombudsman.

Dr Jonas Botta (NIPAG Research Associate) appeared as a studio guest on Deutschlandfunk's public broadcasting programme 'Marktplatz'. The topic of the programme was 'Without the internet - analogue living in a digital world'. Dr Botta provided an overview of the digitalisation of public administration services and the possible (basic) right to analogue services.
