Study on the extent of violence against employees in the public transportation sector and possible courses of action

As a supplement to the study commissioned by the Federal Ministry of the Interior, Building and Community (BMI) on the extent of violence against public service employees and on possible courses of action, the German Research Institute for Public Administration investigates the extent of violence against employees in the public transportation sector on behalf of the German Federation of Trade Unions (DGB) and the German Civil Service Association (dbb).

The research project consists of three work packages:

  1. Literature study: The aim is to identify the most important literature and relevant research results. The findings obtained on the basis of the study will also be incorporated into the development of the questionnaire.
  2. Empirical surveys: In order to ensure comparability with the results of the BMI study, two surveys are planned. In the first survey, public transportation companies will be contacted and asked to indicate violence reported to them by their employees in the last three years. In addition to the statistical data, information will also be collected on prevention and aftercare measures taken in the companies.
    The second survey will ask employees from the public transportation sector about their experiences with violence. The main aim is to find out in how many cases there were violent assaults that were not reported to the human ressources department/management.
  3. Developing courses of action: Based on the most important literature and relevant studies - supplemented by the survey results on prevention measures - as well as the results of the meta-study of the BMI project, which are also relevant for the public transportation sector, various approaches to action will be derived and systematically prepared for the final report.

The final report should be available in summer 2022.
