Evaluation of the set of rules (rulebook) concerning citizen participation of the city of Mannheim

The city of Mannheim developed a set of rules (rulebook) concerning citizen participation. The rulebook defines quality standards, procedures, roles and tasks, participation offers to citizens’ and instruments in order to foster informal citizen participation. Within the framework of a pilot phase the rulebook was tested and evaluated. In a first stage of the pilot phase the participation process concerning the restructuring of a suburb market square (city district of Rheinau) had been evaluated. The second stage of the evaluation analyzed the web-based Participation-Portal and the list of (infrastructure) plans und initiatives. The aim of the evaluation is to figure out whether the rulebook needs adjustments or amendments before the city council adopts the rulebook.
The evaluation used many proven methods such as guided and personal interviews, workshops, online-surveys among others. The evaluation resulted in recommendations for actions concerning participation measures, organizational and communication matters together with indications for adjustments for the rulebook.
