Implementation support for the Act to Strengthen Children and Youth (KJSG)

The project "Implementation support for the Act to Strengthen Children and Youth (KJSG)" is to be seen in the context of the reforms initiated by the Act to Strengthen Children and Youth (KJSG) passed in 2021. The project aims at supporting municipalities that have to change their administrative structures in order to accommodate the new responsibilities introduced by the KJSG.

According to the KJSG, the initial responsibility for services for integration assistance for children or youth with disabilities will lie with the providers of youth welfare. Currently, the providers of social welfare have responsibility for some of these services. The new ordering of responsibilities by the KJSG aims at more inclusive solutions. This requires changes in the administrative structures of municipalities.

On behalf of the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth, the FÖV provides scientific support to the model testing of new administrative structures in up to five test-case municipalities until December 2025. Concept development for the model testing as well as its scientific analysis are part of the project. The results will be used in the final stage of the project to distil guidelines and roadmaps that can be used by all municipalities In Germany that have to change their administrative structures to comply with the KJSG from 2028 onward.
