Evaluation of the eGovernment Act Baden-Württemberg

The Ministry of the Interior, Digitisation and Migration of the state Baden-Württemberg has commissioned the Institute for Regulatory Impact Assessment and Evaluation (InGFA) to evaluate the eGovernment Act Baden-Württemberg.
The evaluation will examine the effects of the legal obligations with regard to electronic services of the public administration (such as provision of online forms, offer of electronic payment options). All relevant actors will be included in the evaluation process. These are not only state authorities, municipalities and municipal associations, but also citizens and companies. Moreover, the evaluation will examine the effects of the organisational structure and structure for cooperation in IT matters that has been established by the eGovernment Act.
Additionally, there will be a systematic analysis of federal and state eGovernment legislation and evaluations.
Data will be collected through various instruments: an analysis of websites, online surveys of the relevant actors, interviews with representatives of the newly established bodies and content analysis.

The final report will be submitted in autumn 2020.
