The ‘Department of Government Efficiency’ (DOGE), an organisation initiated by Elon Musk and created by decree, is streamlining public administration in the USA by using AI, among other things. In this context, Prof Dr Jan Ziekow and Dr Silke Keil from the National Institute for Public Administration Germany (NIPAG) discuss the opportunities and risks of artificial intelligence in public administration in Germany.

Over 50 experts from various European countries analyse the changes and reform needs of the civil service in Europe comparatively in about thousand pages. The handbook aims to establish civil service law as part of European constitutional and administrative law and promote a European public administration perspective.

On 3 December 2024, guest researcher Prof. Angela Ferrari Zumbini (Universita Federico II, Naples, Italy) gave a lecture at the National Institute for Public Administration Germany (NIPAG) on the application of artificial intelligence in administrative decision-making.

Dr Jenny Rademann, research associate at NIPAG, was invited to contribute to the impact dialogue, 'Three years of the German Act to Strengthen Children and Youth: Further development and learning processes in municipal practice'.

The NIPAG has initiated the development of a youth-check for the state of Berlin. The kick-off workshop for the youth-check Berlin (YCB) programme took place on 26 November 2024.

This year's annual conference of the German Section of the IIAS focused on 'The use of artificial intelligence (AI) in public administration'. Research associates from the National Institute for Public Administration Germany (NIPAG) were present to discuss the topic with practitioners.

The recently published NIPAG Discussion Paper addresses the question of how public administration can most effectively meet the challenges of the present and the future. It sets out strategies for maintaining capacity of public administration to act effectively in the context of multiple crises and rapid change. NIPAG conceptualises this in terms of task orientation, which can be defined as a project-oriented approach to work that takes tasks as the fundamental unit of analysis.

Dr Jonas Botta, research associate at the NIPAG, gave evidence as an expert witness on the planned Police Commissioner Act (LT-Drs. 18/9606) in front of the Interior Committee of the State Parliament of North Rhine-Westphalia on 12 November 2024.

From October 2024, Rafael Leite from Brazil will be a guest researcher at the National Institute for Public Administration Germany for one year. The evaluation of the implementation of the Schleswig-Holstein Open Data Act (ODaG) was concluded in October 2024. The NIPAG was commissioned to prepare sections of the report on the initial evaluation of the legislation in accordance with scientific standards.
