The recently published NIPAG Discussion Paper addresses the question of how public administration can most effectively meet the challenges of the present and the future. It sets out strategies for maintaining capacity of public administration to act effectively in the context of multiple crises and rapid change. NIPAG conceptualises this in terms of task orientation, which can be defined as a project-oriented approach to work that takes tasks as the fundamental unit of analysis.
