The NIPAG evaluated the Freedom of Information Act of Schleswig-Holstein. Recommendations were developed to improve implementation and reduce administrative burdens.

Based on a Senate resolution from April 2024, stipulating the implementation of a youth-check, NIPAG was commissioned by the Senate Department for Education, Youth, and Family Affairs to develop a Berlin youth-check between September 2024 and July 2025.

The Competence Centre Youth-Check (ComYC), a project of the National Institute for Public Administration Germany (NIPAG), presented its third report at an event attended by Germanys Federal Minister for Youth, Karin Prien, and members of the German parliament Jasmina Hostert (SPD) and Ralph Edelhäußer (CSU). The report "Youth-friendly policymaking with the youth-check: A review of the 20th legislative period" looks back at youth-friendly regulatory impact assessment in the previous legislative period.

In September 2025, the project commissioned by the Saxon State Ministry of Justice to evaluate the Saxon Regulatory Control Council Act was launched. By the end of March 2026, the National Institute for Public Administration Germany (NIPAG) will examine the effectiveness of the Saxon Regulatory Control Council’s work using qualitative and quantitative methods.

On 29 September 2025, Dr Jonas Botta, Research Associate at the National Institute for Public Administration Germany (NIPAG), gave expert evidence before the Committee on Internal Affairs of the Berlin House of Representatives regarding the planned reform of the General Security and Public Order Act in Berlin (ASOG). His statement focused in particular on legal authorisations that are especially sensitive from a fundamental rights perspective — specifically, the provisions on the training and testing of AI systems (§ 42d ASOG-E) and automated data analysis (§ 47a ASOG-E).

How do laws affect different generations? On behalf of the BMBFSFJ, the NIPAG is developing the Intergenerational Justice Check — a new instrument for assessing the impact of legislation that addresses precisely this question.

The final report highlights the results of the ‘AI used by the state’ project, which was dedicated to the development of an AI transparency register for public administration.

From June 30 to July 1, 2025, the workshop "AI Compliance? - Regulations on the Use of AI in Public Administration" took place at the NIPAG Berlin. Experts from the public sector provided insights into current developments and regulations on the use of artificial intelligence at federal, state and municipal level. From specific practical examples from Leipzig and Berlin to the Bavarian administration's AI guidelines, the workshop offered valuable perspectives on the integration of AI into public administration processes. The 40 participants took the opportunity to engage in intensive discussions.

TV Umbau II successfully evaluated: The final report is available and was handed over on time. The results now form the basis for future collective bargaining policy decisions and further developments.

As of June 30, 2025, the evaluation conducted by the National Institute for Public Administration Germany of five authorization provisions of the Saxon Law on the Police Enforcement Service (SächsPVDG) was completed. The project, commissioned by the Saxon State Ministry of the Interior, had been running since March 2020 and aimed to assess the applicability and impact of five public safety authorization provisions of the SächsPVDG, which came into force in 2020. The State Ministry of the Interior reports the results of the evaluation to the State Parliament.
