Building on the research conducted in the first phase of the project, a wide online inquiry of German research units dealing with changing governance schemes is planned. Of especial interest is the influence New Public Management exerts on scientific performance. From past research it is known that performance is not one-dimensional. Therefore it is also planned to define useful sets of indicators that reflect the suspected multidimensionality. New tools for efficiency measurement will be developed and existing tested for their usefulness. As in the first phase it is planned to provide bibliometric indicators for the other research projects.
