Digital Public Management
Digital transformation shakes up traditional organisational principles and coordination mechanisms. It demands in particular the administration of significant adaptability, flexibility and response speed. The information, communication, and decision-making routines of the legal bureaucratic administrative culture reached their limits in the 21st century.
With the rising tide of data rushing toward public administration, the demand for a more strongly data-based administrative culture is heard more and more frequently. This culture should not only overcome the silo thinking in strict hierarchies, but also integrate innovative options for more intelligent data evaluation and usage into the administrative day-to-day routine.
Even today the network-enhancing organisational logic of numerous e-government applications is breaking open the hierarchically structured structural and process organisation and replacing it with IT-driven cooperation and coordination approaches. In the digitalisation age, there is need for more than just leadership in the network administration of a modern conceptual framework. The public sector can also learn from the organisational structures of innovative companies and act as an IT incubator. Moreover, there are opportunities for entirely new forms of cooperation between the state and citizens - for example in the areas of mobile government or open innovation.
